A 52-year-old security guard ended up behind bars just after the operatives of the EPD District Mobile Force Battalion, together with San Juan CPS personnel, served his Warrant of Arrest for 2 counts of Statutory Rape and Violation of Sec 10 (A) of RA 7610 at his residence in Brgy. Balong Bato, San Juan City on March 3, 2025. Accordingly, the accused was tagged as Rank No. 8 Top Most Wanted Person of NCRPO, Regional Level, for the said crime.
Based on the reports, the warrant of arrest emanated from a rape incident that occurred in 2024, wherein the accused sexually abused the minor victim, who was then 10 years old, several times, followed by physical abuse in December of the same year, prompting the victim to report to her foster sister. Further, records revealed that the accused is the stepfather of the victim.
PCOL VILLAMOR Q TULIAO, Acting District Director, EPD, disclosed that at about 6:10 AM on the abovementioned date, the operation arose through intensified intelligence validation and monitoring by his men on the ground to locate and apprehend the subject person identified as a.k.a. ‘Abel’.
The arrest was executed by virtue of a Warrant of Arrest issued by HON. MARY CATHERINE O NOBLEJAS-GARCIA, Presiding Judge, Family Court Branch 14, San Juan City, dated February 25, 2025, for violation of Sec 10(a) of RA 7610 (Child Abuse Act) and for the crime of Statutory Rape (2 counts) under 266-A (1) (D) in relation to Art. 266-B of the Revised Penal Code, as amended by RA 8353, under Criminal Case No. 0476/77-FC, with no bail recommended.

He added, ‘The apprehension of a.k.a. “Abel” manifests our dedication to let justice be served to the victim. We guarantee that he will be held liable for his inhumane acts in jail.’
Presently, he is under the custody of the San Juan City Police Station while waiting for the commitment order from the issuing court. ###
